The primary objective of the market report is to help the Canadian Trade Commissioner Service of the Consulate General of Canada of Hong Kong and Macao to build knowledge of the Creative Industries market in Hong Kong and Macao, and to provide a practical guide serving the Canadian firms to prepare for entering and operating in the Hong Kong and Macao markets.


The Cultural and Creative Industries (CCI) are one of the most dynamic sectors in Hong Kong, contributing to both economic growth and job creation. During 2005 to 2015, the value added of CCI in nominal terms increased at an average annual rate of 7.6%, faster than the average annual growth rate of the nominal GDP of Hong Kong, at 5.4%. Accordingly, the value added of CCI as a percentage of GDP increased from 3.8% in 2005 to 4.7% in 2015. The CCI sector in Hong Kong varies in size and structure, and it comprises different segments of market operation. The CCI sector also demonstrates strong vibrancy of cross-sector collaboration where industry boundary among CCI is increasingly blurred.


In the neighboring city Macao, despite a lack of a statistical picture of the CCI, the government of Macao values much the potential of the emerging business in the sector. The Macao Government has formulated a new policy framework for promoting the CCI since 2010, with selected strategic foci on “design”, “visual arts”, “fashion”, “publishing”, “pop music”, “film and video” as well as “comics and animation”.  A new government department, an advisory commission and a specific fund for promoting the cultural and creative industries were set up between 2010 and 2013.


The segmented but converging market landscape of CCI in Hong Kong and Macao requires an analysis both of breath and depth. In this regard, our proposed report chooses the “Film (TV & Theatrical), Animation and Visual Effect” sector (hereafter, the Film Sector) as our primary focus but situates the analysis of the Film Sector in the overall structure and dynamics of CCI sector in Hong Kong and Macao.
