Abstract:
Hong Kong, an international city in Asia, aspires to establish the city to become an international higher education hub in the region. The Government of the Hong Kong Special Administrative Region (HKSAR) has promoted the integrated development of education, technology and talents to enhance the city's global competitiveness. Against the complex political economy context with the growing impact of geo-politics on higher education development, the HKSAR strategically offers genuine scholarships and incentive schemes to attract and retain young scholars around the globe to study doctoral programmes in Hong Kong. The government also creates a productive environment to retain them to stay to work after graduation.

Based upon recent research about international PhD student mobility funded by the public policy research grant of the Chief Executive Policy Unit of the HKSAR, this presentation examines Hong Kong as an education hub from comparative perspectives. This presentation will highlight policy implications for Hong Kong after reflecting upon other hub experiences in the United Kingdom, Singapore and Malaysia.

Graduate School (GS) of The Hang Seng University of Hong Kong (HSUHK), in collaboration with the University of Manchester, successfully hosted the international roundtable discussion titled "HSUHK–Manchester Roundtable Discussion: The Quest for Education Hub in Asia—Comparative Perspectives and Policy Learning" on 5 March 2026. Supported by the the Asia Pacific Higher Education Research Partnership (APHERP), the event brought together scholars from Hong Kong and the United Kingdom to examine how higher education systems across Asia are responding to global competition, talent mobility, and policy transformation.

The roundtable was opened by Professor Joshua Mok Ka-ho, Provost and Vice President (Academic and Research) of HSUHK, who framed the discussion around the strategic role of higher education in sustaining Asia's economic competitiveness and global engagement. Professor Mok emphasised that collaboration is a key success factor in shaping Asia as an education hub, underscoring the importance of international partnerships in fostering policy learning, research excellence, and talent development. The event provided a meaningful platform for dialogue and mutual learning between scholars from the University of Manchester and The Hang Seng University of Hong Kong, strengthening cross‑regional research and policy networks in higher education.

The first roundtable featured perspectives from the University of Manchester, with presentations by Dr Miguel Antonio Lim, Dr Zhu Biyun, Dr Skye Zhao, and Ms Zhang Kexin, who offered rich and complementary insights into the evolving role of universities in a globally competitive and policy‑driven higher education landscape. Dr Lim's emphasis on impact‑driven research and international partnerships highlighted the growing expectations for universities to demonstrate societal relevance and policy influence. Dr Zhu's conceptual framing of international education as a form of cultural diplomacy provided a critical policy lens for understanding how states leverage education to advance broader strategic interests. Meanwhile, Dr Zhao and Ms Zhang illustrated how research on digital technologies, generative artificial intelligence, and liberal arts education can inform inclusive and future‑oriented policy thinking, while addressing issues of equity, accessibility, and sustainability.

The second roundtable, moderated by Dr Chan Chi Kit from HSUHK, focused on policy‑oriented research and comparative analysis. Professor Mok and his research team—Dr Ayomide Oladosu and Dr Rainie Ke from HSUHK—presented findings from their ongoing public policy research on strategies for attracting and retaining international doctoral talent in Hong Kong. The study is funded by the Public Policy Research Funding Scheme of the Government of the HKSAR (Project No. E2025.B12.011) (project in progress). Their presentation offered a cmparative analysis of Hong Kong, Singapore, Malaysia, and the United Kingdom, highlighting how national policy frameworks, funding models, immigration regimes, and institutional practices shape doctoral mobility and long term talent retention. The discussion was further enriched by contributions from Dr Zia Ullah Akhunzada of The Chinese University of Hong Kong, who offered comparative and regional perspectives on higher education reform, internationalisation, and student mobility.

The roundtable concluded with a forward looking discussion that yielded meaningful policy recommendations and identified opportunities for future research collaboration between The Hang Seng University of Hong Kong and the University of Manchester. Participants expressed strong interest in joint work on doctoral education, international education policy, AI and higher education governance, and comparative studies of education hubs across Asia and beyond.

By bringing together policy analysis, international perspectives, and cutting edge research, the HSUHK-Manchester Roundtable made a timely contribution to ongoing debates about Asia's evolving role in global higher education and reaffirmed the value of international collaboration in shaping the future of education.

The Hang Seng University of Hong Kong (HSUHK) and the Asia-Pacific Higher Education Research Partnership (APHERP) hosted the Conference for Higher Education Research – Hong Kong 2025 (CHER25) from 29 to 30 April 2025, to foster in-depth reflection on the internationalisation of higher education and deliver concrete policy recommendations for establishing globally influential education hubs in Asia. CHER 2025 at HSUHK was attended by near 300 scholars, policymakers, and students from more than 12 countries and regions. The event was held at HSUHK's Sha Tin campus and its town centre, The Create, in the M+ Building, located within the West Kowloon Cultural District.

 

Themed "The Quest for Internationalisation of Higher Education: Comparative Perspectives and International Experiences", the Conference addressed key issues such as student mobility, transnational education, international partnerships, and the integration of global perspectives into curricula. The Conference provided a valuable platform to foster deeper dialogue and collaboration between Asia-Pacific and global higher education communities. Participants include scholars from Hong Kong, Mainland China, Taiwan, the United States, the United Kingdom, Colombia, Turkey, Belize, Ghana, Nigeria, Mexico, and the Philippines, highlighting the Conference's global reach and interdisciplinary depth.

 

The Conference featured 80 academic paper presentations and poster presentations, that covered a wide spectrum of topics such as higher education policy, pedagogical innovation, internationalisation strategies, and cross-border academic practices. This dynamic exchange of ideas inspired interdisciplinary dialogue and opened new avenues for global academic cooperation.

At the opening ceremony of the Conference, Professor Simon Ho, President of HSUHK, delivered a welcome address, and officiating guests of honour, Dr Jeff Sze, Under Secretary for Education of The HKSAR Government; and Dr the Hon Frankie Ngan, Legislative Councillor, delivered opening speeches. Dr Sze remarked that HSUHK as a leading self-financing institution in Hong Kong and highlighted the sector's vital role in advancing the city's development as an international post-secondary education hub. He noted that its agility and flexibility enable it to swiftly adapt to market changes and nurture future talents.

Roundtable Discussion

The first roundtable forum of the Conference, titled "Questing for International Higher Education Hub in Asia: The Role of Public and Private Universities", was moderated by Professor Joshua Mok, Provost and Vice-President (Academic and Research) at HSUHK. Prominent scholars participated in the discussion were Professor Anthony Cheung, Former Chairman of the Committee on Self-financing Post-secondary Education; President Simon Ho; Professor Paul Lam, President of Hong Kong Metropolitan University; and Professor Chan Sheng-ju, Vice President of Chung Cheng University from Taiwan. Together, they explored Asia's strategic role and institutional innovations within the global higher education system and proposed constructive policy recommendations for governments to support and advance the internationalisation of higher education.

The second roundtable forum of the conference, titled "Riding over the Impact of Geo-politics on Higher Education: Searching for Productive Inter-University Collaborations in the Greater China Region," moderated by Professor Scarlet Tso (from left) and featured discussions with Professor Bie Dun-rong, Professor Cai San-fa, Professor Angela Hou, Professor Mok, Professor Shen Wen-qin, and Professor Wen Wen.

Another highlight of the event was a roundtable forum on exploring innovative teaching and research programmes. Leaders from 18 renowned institutions of education across Mainland China, including Peking University, Tsinghua University, Zhejiang University, South China Normal University, Xiamen University, and Nanjing Normal University, discussed strategies to deepen the integration of humanities and social sciences with STEM fields, foster interdisciplinary collaboration, and address the diverse challenges and needs of contemporary society.

Keynote Presentations

The two-day Conference also featured multiple keynote sessions by scholars from the University of Hong Kong, University of Oxford, Chengchi University and University College London, who shared insights on critical issues regarding the internationalisation of higher education.

Professor Cheng Kai-ming, Emeritus Professor of the University of Hong Kong delivers his Keynote speech, highlights that education must prioritise nurturing the essence of humanity, empowering individuals as whole beings.
Professor Simon Marginson from University of Oxford and University of Bristol delivered a keynote address titled "The Emerging Geopolitical of Higher Education: Implications of Western Nativism and Deglobalisation."

Professor Cheng Kai-ming, Emeritus Professor of the University of Hong Kong, highlighted that education must prioritise nurturing the essence of humanity, empowering individuals as whole beings rather than being driven by economic reasons alone, especially in an era shaped by AI and growing social challenges. Professor Simon Marginson from University of Oxford and University of Bristol delivered a keynote address titled "The Emerging Geopolitical of Higher Education: Implications of Western Nativism and Deglobalisation", during which he provided an analysis of the profound implications of Western geopolitical realignment on international academic collaboration, and expressed his belief that East Asia is poised to emerge as the next-generation hub for global scholarly partnerships.

Professor Hou Yung-chi of Chengchi University delivered a keynote address titled "From Fragmentation to Flexibility: Rethinking Quality Assurance and Frameworks for Micro-Credentials in Asian Higher Education."
 

Professor Hou Yung-chi of Chengchi University examined the rise of micro-credit systems in Asian higher education and their associated challenges. She called for strengthened quality assurance frameworks and regionally harmonised accreditation mechanisms to ensure academic rigor amidst rapid modularisations. Professor Andy Green from University College London shed light on the dual pressures of "degree devaluation" and precarious employment prospects confronting younger generations in the UK. He also stressed the urgent need for equitable resource distribution and sustainable policy reforms across global higher education systems.

APHERP Membership Awards

During the Conference, a membership induction ceremony was held to welcome six prestigious universities into the APHERP network. Officiated by Professor Joshua Mok, who is also the Co-Director of the APHERP, the ceremony marked the addition of Beihang University, Durham University, The University of Manchester, Tongji University, Tsinghua University, and Xiamen University as new institutional members. Professor Mok remarked, "The inclusion of these top-tier institutions underscores APHERP's expanding influence in global higher education research and reflects our collective commitment to advancing educational innovation and sustainable development."

On 22 February 2025, Graduate School at The Hang Seng University of Hong Kong, in collaboration with the University of Bristol and Lingnan University, successfully co-hosted the Joint Research and Postgraduate Studies Workshop, titled Education Research from an Interdisciplinary Perspective. This event, which served as a mini conference, provided a valuable platform for interdisciplinary dialogue and collaboration in the field of education research.

Postgraduate students, faculty, and researchers from the three universities gathered, underscoring the importance of cross-disciplinary cooperation in addressing critical issues in education. Dr. Janet Orchard, Associate Professor at the University of Bristol's School of Education, opened the workshop with welcoming remarks. She then delivered an insightful presentation titled Moral and Professional: Philosophical Reflections on Ethics in Teaching and Teacher Education, which set the tone for the discussions that followed.

A poster presentation session gave participants an opportunity to showcase their research and receive feedback, fostering meaningful academic exchange and networking.

Dr. ZHAO Kai, Assistant Research Professor at Lingnan University, presented Navigating the Middle Ground: Chinese Parents' Strategic Choices in Sino-Foreign Cooperative Universities, providing valuable insights into the complexities of parental involvement in educational decision-making within Sino-foreign cooperative universities.

In addition, Professor Mok Ka-ho, Provost and Vice-President of The Hang Seng University of Hong Kong, addressed the intersection of AI and postgraduate education in his presentation, AI and Postgraduate Education: Bringing Humanities Back In. He emphasised the importance of integrating humanistic perspectives into the increasingly technological landscape of higher education and shared how HSUHK supports students by incorporating AI into teaching and learning to enhance the student experience. This was followed by an engaging discussion among participants on innovations, proportionality, and ethical considerations in the use of AI in higher education, reflecting the growing interest in balancing technology with pedagogy.

The workshop concluded with closing remarks from Dr. Orchard, Dr. Zhao, and Professor Mok, reinforcing the value of interdisciplinary exchanges throughout the event.
