On 13 June 2025, Mr Kwan Ka-ming, Nicholas, Deputy Head of the Chief Executive's Policy Unit of the HKSAR Government, and Dr Tin Sze-pui, Pamela, Research Director of the same office, paid a visit to The Hang Seng University of Hong Kong (HSUHK).

The visit served as a valuable platform for exchanging insights on public policy research and development. During the meeting, Mr Kwan and Dr Tin shared updates on the latest developments of the Public Policy Funding Scheme led by the HKSAR Government with Professor Mok Ka-ho, Provost and Vice President (Academic & Research) of HSUHK.

Professor Mok took the opportunity to showcase the University's commitment to impactful public policy research, especially highlighting the strategic importance of public policy research at HSUHK, which aligns with the institution's guiding principle of "Research with Impact, Impact with Care" in terms of research, knowledge transfer, and development at HSUHK.

Professor Joshua Mok, Provost and Vice-President (Academic and Research) and Dr Victor Chan, Assistant Professor of Department of Social Science, have secured funding of HK$558,900 and HK$565,191 respectively under the HKSAR Government's Public Policy Research Funding Scheme.

Professor Mok's research project, "Strategies to Attract and Retain High-calibre Talents to Pursue Further Studies at Doctorate Level in Hong Kong for Nurturing Specialised Talents that will Contribute to Hong Kong's Development", will explore how Hong Kong universities can attract outstanding talent to pursue doctoral studies in Hong Kong and facilitate the retention of doctoral graduates for local employment. Dr Chan's project, "A Multifaceted Analysis of Strengthening Stage-specific Support System for Youth Micro-entrepreneurship in Hong Kong", aims to investigate strategies for strengthening the support system for youth entrepreneurship in Hong Kong.

The Public Policy Research Funding Scheme is established to promote evidence-based local public policy research in universities and public policy research think tanks. The scheme seeks to enhance the Government's research and policy formulation on long-term and strategic issues.

Professor Joshua Mok was invited by Peking University and the University of Wisconsin to present a paper titled "Fragmented Globalisation and International Education Collaboration: Critical Reflections on China's Responses" at the 6th Peking University–University of Wisconsin Higher Education Forum, held under the theme "Mobility and Cooperation Amidst Geopolitical Dynamics."

 

 

In his presentation, Professor Mok explored how China has adopted a three-pronged approach to promoting international education. His insights sparked engaging discussions, with the paper being well received by the forum's participants. The event brought together distinguished speakers from the USA, the United Kingdom, Mainland China, Hong Kong, Vienna, and Canada, fostering a rich exchange of ideas on higher education in a rapidly changing global landscape.

 
 

Before the Education Forum was launched, Professor Joshua Mok, together with other overseas higher education experts from the University of Wisconsin-Madison and Duke University in the USA, the University of Hong Kong and the Education University of Hong Kong, met the senior leaders of Peking University. Deputy Secretary of Peking University hosted a meeting with the above leading higher education experts to share their experience in advancing educational research and teaching.

On 15 and 16 May 2025, Lingnan University's School of Graduate Studies and Institute of Policy Studies, in collaboration with the Graduate School at The Hang Seng University of Hong Kong (HSUHK), the Chinese in Africa/Africans in China Research Network, the Africa-China Research Network, and the International Classroom for Postgraduate Research Methodology Enhancement, hosted a transformative two-day hybrid International Symposium on Africa-China Relations. Held at Lingnan@WestKowloon, the event brought together scholars, researchers, and students from around the globe to explore the evolving dynamics of Africa-China relations under the theme "Evolving Dynamics of Africa-China Relations and Re-imagining the Future."

The symposium featured 7 concurrent sessions and over 90 abstract presentations, attracting more than 300 participants both online and offline. Attendees included postgraduate students, researchers, and academics from diverse backgrounds, fostering dynamic discussions and valuable networking opportunities. The event served as a vibrant platform for exchanging ideas and insights on Africa-China relations, people-centered interactions, and the impacts of global geopolitical shifts.

The symposium officially commenced with welcome remarks by Professor Sam Kwong Tak-wu, Associate Vice-President (Strategic Research) and Dean of the School of Graduate Studies at Lingnan University, opening remarks by Professor Joshua Mok Ka-ho, Provost and Vice-President (Academic and Research) and Dean of Graduate School at HSUHK, Professor Padmore Adusei Amoah from Lingnan University and Dr Yoon Jung Park representing The Chinese in Africa/Africans in China Research Network.

Renowned experts delivered plenary sessions that captivated the audience. Professor Kenneth King from the University of Edinburgh, Professor Barry Sautman from Hong Kong University of Science & Technology, Professor Hairong Yan from Tsinghua University, and Dr Yoon Jung Park from Georgetown University shared their insights on the complexities and evolving dynamics of Africa-China relations.

 

The symposium also part of Lingnan University's Master of China and Regional Development Studies (CRDS) programme. Students enrolled in a course led by Professor Padmore Adusei Amoah actively participated, presenting their research and engaging in high-level academic discussions. The Hang Seng University of Hong Kong (HSUHK) and the Asia-Pacific Higher Education Research Partnership (APHERP) hosted the Conference for Higher Education Research – Hong Kong 2025 (CHER25) from 29 to 30 April 2025, to foster in-depth reflection on the internationalisation of higher education and deliver concrete policy recommendations for establishing globally influential education hubs in Asia. CHER 2025 at HSUHK was attended by near 300 scholars, policymakers, and students from more than 12 countries and regions. The event was held at HSUHK's Sha Tin campus and its town centre, The Create, in the M+ Building, located within the West Kowloon Cultural District.

 

Themed "The Quest for Internationalisation of Higher Education: Comparative Perspectives and International Experiences", the Conference addressed key issues such as student mobility, transnational education, international partnerships, and the integration of global perspectives into curricula. The Conference provided a valuable platform to foster deeper dialogue and collaboration between Asia-Pacific and global higher education communities. Participants include scholars from Hong Kong, Mainland China, Taiwan, the United States, the United Kingdom, Colombia, Turkey, Belize, Ghana, Nigeria, Mexico, and the Philippines, highlighting the Conference's global reach and interdisciplinary depth.

 

The Conference featured 80 academic paper presentations and poster presentations, that covered a wide spectrum of topics such as higher education policy, pedagogical innovation, internationalisation strategies, and cross-border academic practices. This dynamic exchange of ideas inspired interdisciplinary dialogue and opened new avenues for global academic cooperation.

At the opening ceremony of the Conference, Professor Simon Ho, President of HSUHK, delivered a welcome address, and officiating guests of honour, Dr Jeff Sze, Under Secretary for Education of The HKSAR Government; and Dr the Hon Frankie Ngan, Legislative Councillor, delivered opening speeches. Dr Sze remarked that HSUHK as a leading self-financing institution in Hong Kong and highlighted the sector's vital role in advancing the city's development as an international post-secondary education hub. He noted that its agility and flexibility enable it to swiftly adapt to market changes and nurture future talents.

Roundtable Discussion

 

The first roundtable forum of the Conference, titled "Questing for International Higher Education Hub in Asia: The Role of Public and Private Universities", was moderated by Professor Joshua Mok, Provost and Vice-President (Academic and Research) at HSUHK. Prominent scholars participated in the discussion were Professor Anthony Cheung, Former Chairman of the Committee on Self-financing Post-secondary Education; President Simon Ho; Professor Paul Lam, President of Hong Kong Metropolitan University; and Professor Chan Sheng-ju, Vice President of Chung Cheng University from Taiwan. Together, they explored Asia's strategic role and institutional innovations within the global higher education system and proposed constructive policy recommendations for governments to support and advance the internationalisation of higher education.

Another highlight of the event was a roundtable forum on exploring innovative teaching and research programmes. Leaders from 18 renowned institutions of education across Mainland China, including Peking University, Tsinghua University, Zhejiang University, South China Normal University, Xiamen University, and Nanjing Normal University, discussed strategies to deepen the integration of humanities and social sciences with STEM fields, foster interdisciplinary collaboration, and address the diverse challenges and needs of contemporary society.

 

Keynote Presentations

 

The two-day Conference also featured multiple keynote sessions by scholars from the University of Hong Kong, University of Oxford, Chengchi University and University College London, who shared insights on critical issues regarding the internationalisation of higher education.

Professor Simon Marginson from University of Oxford and University of Bristol delivered a keynote address titled "The Emerging Geopolitical of Higher Education: Implications of Western Nativism and Deglobalisation."
 

Professor Cheng Kai-ming, Emeritus Professor of the University of Hong Kong, highlighted that education must prioritise nurturing the essence of humanity, empowering individuals as whole beings rather than being driven by economic reasons alone, especially in an era shaped by AI and growing social challenges. Professor Simon Marginson from University of Oxford and University of Bristol delivered a keynote address titled "The Emerging Geopolitical of Higher Education: Implications of Western Nativism and Deglobalisation", during which he provided an analysis of the profound implications of Western geopolitical realignment on international academic collaboration, and expressed his belief that East Asia is poised to emerge as the next-generation hub for global scholarly partnerships.

Professor Hou Yung-chi of Chengchi University examined the rise of micro-credit systems in Asian higher education and their associated challenges. She called for strengthened quality assurance frameworks and regionally harmonised accreditation mechanisms to ensure academic rigor amidst rapid modularisations. Professor Andy Green from University College London shed light on the dual pressures of "degree devaluation" and precarious employment prospects confronting younger generations in the UK. He also stressed the urgent need for equitable resource distribution and sustainable policy reforms across global higher education systems.

 

APHERP Membership Awards

 

During the Conference, a membership induction ceremony was held to welcome six prestigious universities into the APHERP network. Officiated by Professor Joshua Mok, who is also the Co-Director of the APHERP, the ceremony marked the addition of Beihang University, Durham University, The University of Manchester, Tongji University, Tsinghua University, and Xiamen University as new institutional members. Professor Mok remarked, "The inclusion of these top-tier institutions underscores APHERP's expanding influence in global higher education research and reflects our collective commitment to advancing educational innovation and sustainable development."

Dr George Ho showcases ExpoDrone at Geneva International Exhibition of Inventions

 

The Hang Seng University of Hong Kong (HSUHK) has once again distinguished itself internationally by receiving the Silver Award at the 50th Geneva International Exhibition of Inventions. The award-winning project, "ExpoDrone", streamlines event booth inspections and compliance verification using AI and drone technology, and enhances the efficiency and quality of event setups.

Led by Dr George Ho, Associate Professor at the Department of Supply Chain and Information Management, the project categorises exhibition booth inspection into three stages: the first phase entails defining the key scope of inspection (such as structural integrity, electrical safety, fire code compliance, branding guidelines, etc.) alongside relevant safety regulations, and uploads the architectural plans, 3D models, or detailed design drawings for each booth. The second phase focuses on automated on-site data capture and 3D modeling. Autonomous drones fly along pre-set paths and cover each booth, capturing high-resolution 2D images and videos from multiple angles. In the final phase, AI compares the newly generated 3D models with the original design specifications to identify discrepancies or structural weaknesses. Large Language Models (LLMs) perform automated checks against safety and regulatory standards to ensure compliance, generating detailed reports with any issues found and suggested corrective actions.

The 50th Geneva International Exhibition of Invention showcased over 1,050 groundbreaking and innovative inventions from inventors, universities, research institutes, and companies from approximately 35 countries and regions. The award highlights HSUHK's dedication to knowledge exchange by effectively transforming research and innovation into meaningful societal solutions.

On 14 March 2025, School of Transdisciplinary Studies (STS), in collaboration with Graduate School (GS) of The Hang Seng University of Hong Kong (HSUHK), successfully launched a series of International Classroom for Climate, Wellbeing, and Sustainability (International Classroom Series). The first seminar, titled "Internationalisation of Higher Education: Help or Hindrance to Climate Action?", was delivered by Professor Tristan McCowan, Professor of International Education at the Institute of Education, University College London (UCL), who is also the Director of the Climate-U network. This seminar series aims to foster meaningful discussions and facilitates global knowledge exchange on critical sustainability challenges. The inaugural session of International Classroom Series brought together faculty members, scholars, students, and sustainability advocates to explore the role of higher education in addressing climate change.

 

The event began with opening remarks from Professor Mok Ka Ho, Provost and Vice-President (Academic and Research), Director of the School of Transdisciplinary Studies, and Dean of the Graduate School. Professor Mok introduced the International Classroom Series and emphasised how transdisciplinary collaboration and international dialogue can drive discussions on pressing global issues.

In his presentation, Professor Tristan McCowan explored three key dimensions of internationalisation and the dynamics of the global higher education system.

Professor McCowan discussed how the increasing global connectivity of higher education institutions contributes to both positive and negative climate outcomes. He highlighted the dynamics of a global system, examining how academic mobility, cross-border collaborations, and international partnerships can advance sustainability efforts while also increasing carbon emissions through travel and resource-intensive exchanges.

 

Following the keynote, the session transitioned into an engaging discussion and Q&A session. Participants raised pressing questions about balancing global academic collaboration with sustainability, the role of universities in shaping climate policies, and practical solutions to mitigate the carbon footprint of international education.

The International Classroom Series will continue to provide a platform for scholars and experts to engage in meaningful dialogue on sustainability challenges. This initiative reflects the university's commitment to fostering interdisciplinary learning and actionable research that contributes to global climate solutions.

The School of Transdisciplinary Studies, in collaboration with Graduate School, is pleased to launch the International Classroom for Climate Change, Wellbeing, and Sustainability in Education. This initiative is a collaborative seminar series, co-organised by leading universities and academic networks worldwide. It aims to bring together distinguished scholars to explore the intersections between higher education, sustainability, and global well-being, fostering meaningful dialogue among students, faculty members, and educators.

The inaugural seminar will be delivered by Professor Tristan McCowan (Bio) from University College London (UCL) on 14 March 2025 (Friday) from 12:00 pm to 1:00 pm. This session will critically examine the role of internationalisation in higher education and its implications for climate action.
